  Governmental or non-governmental entity or organization which has an interest in other public facilities which through shared technologies, collaborative operational strategies, or other means function in concert with such expressways or facilities, including airports, transit authorities, metropolitan planning organizations and non-profit organizations formed to promote growth or development of specified areas or communities.
